Hmm, interesting question. How much air gap is there between the surface of the water and the glass tops?
If it were me, I'd let it go and see what happens. You can't harm anything this way, and it'd be interesting to see. Is it truelly flowering or throwing a runner with child plants? If its plants, they won't break the surface of the water much anyway due to the weight.

there is only about 1.5"
