Anubias, Fern, and Moss High Flow with very little CO2

I'm trying to go for a planted tank with no fertilizers. I want to grow my plants on decor and rocks. My tanks are filter water at least 15x the volume of the tank in one hour. Due to the high flow and my tanks way understocked, the tank will get very little CO2. Thats the bad news.

And here's the good: There will be plenty of waste to provide nutrients for the plants, and I do 50% water changes weekly. I will try to provide good lighting too.

Under these conditions, will these three hardy plants grow well in my tank? I thought about growing immersed plants, but my room temp is just too cold. With almost no C02, I feel like I already know the answer to my question. :(
 
You can grow plants just fine without added co2, that's not really a big issue. It will limit growth, sure, but it won't keep the plants from sustaining and growing, it just limits them.
