Best time to plant?

What's the best time to plant? At 'lights on' so the plant has all day to "work" or at 'lights off' so the plant has all night to "rest". Or does it even matter?
 
A lot of it depends on where you got the plants from. If they are transferred from a lighted tank, then it doesn't really matter. However if they have been shipped and in dark packaging it would be good to give them some time in the light. Not necessarily the entire day, most plants can survive without light for a few days. For example when doing a blackout to get rid of algae.

Also important to take into consideration a plant's light requirements. Plants that require high light to thrive you would prefer to plant with more lights on time.
