I have a 20 g freshwater tank-I use SeaChem Excel (Dosed at instruction rate) every other day-LED lamps about 8-9 hours a day-I am developing a fair amount of black hair algae-Any Ideas?

Increase the water changes. I believe the root cause is an excess of inorganic waste (not fertilizers).
While dosing the Excel, use a syringe and spot treat the affected areas instead of simply adding it to the water column. The BBA should change colors over the next few days as it dies off.

Mine was bad until I got a timer, and bought a Siamese algea eater

A light timer is a good idea. Hydrogen peroxide is also effective: use a dosing syringe and injects 2ml into the mass. Leave the filters off for 15 minutes as the H2O2 works. Won't hurt the fish or shrimp, and the fish will enjoy chasing the bubbles. :)
