Brown filamentous algae

Because of a green algae bloom, I got a bunch of otos and a pleco for my fairly new 140 gal planted tank. With a combination of turning down my lights and these fish, the green algae is all but gone. My phosphate level is fairly low (0.15) Unfortunately, the brown algae has gotten much worse. There are two types: on the rocks and plants there is a ton of brown fuzz and on the java ferns there is an extensive filamentous branching algae which is very hard to remove.

Will snails eat this stuff? Should I get more shrimp? Any fish that like either of these kinds of algae?
