What size tank is this? The Finnex Fugeray was designed to be for low to medium lit planted tanks. There's a TON of low tech builds using this light now.

You can get an Aqueon T5NO for that price range. Only negative is that it uses non-standard size bulbs I believe which you'll have to buy replacements from them or coralife. The Aqueon T5NO is a rebranded Coralife. Odyssea T5HO fixtures from aquatraders are within your price range as stated. But you'll probably have to tame the light if you don't want to use co2. You can do that by suspending the fixture, using window screen, or I'm not sure, but if this fixture can still operate with one bulb removed? I've never owned any of these fixtures by the way. Just throwing options out there.
 
Hmm. I could get an odyssea fixture with 4 bulbs and a moonlight for 55$... I found a 24" LED light for 33$, but of course it has to be actinic:(.
