I have a cat that has a weird habit of drinking with her paws, she dips her paws in the water dish and then licks them, she is double pawed so she also gets lots of litter stuck in her paws and she makes an awful mess around the water bowl and by walking around with wet paws on my couch and other things

So this mourning I woke up and noticed that there was water marks on the front of my tank where water had dripped down the side and when I looked in I noticed that there was some liter at the bottom of my tank!

I'm curious if that can cause some issues, I don't know what litter is made out of but it can't be good to have in a fish tank

Yeah most litter has chemicals to mask the smell.

Also if it has an antibacterial agent in there it could cause big trouble.

Plain cheap cat litter is used as an aquarium substrate, so that in itself is not an issue.
If it is not the cheap kind, as Esra said, and has chemicals on it, those can be an isssue. Also, I suspect any ammonia or basteria from cat feces/urine can also be an issue.
IMO, at least a 50% water change just in case is a good idea.
