Ok so I want to put a carpet of dwarf hair grass at the bottom of my 29 gallon tank but I don't really know how I would get the poo and non eaten food out of it. I don't want to damage it with my siphon.

Just swirl the vacuum around in the water just above the grass to stir up the waste and suck it up. I do that with my glosso carpet.

I agree with BigJim. It really isn't that difficult to keep clean. (Unless you have a breeding population of RCS like I do...I am constantly sucking up baby RCS who don't swim away fast enough! :ermm:)

+1. I just run the top of my vac over top of the substrate but never dig into it (only when I have foreground plants like that).
