CO2

So I don't really want to do Co2 unless I truly have to, but I still want to have a very full planted 90 gallon tank. Is CO2 really necessary?
 
If by fully you mean with carpet plants, then yes, probably so.
 
Yeah I basically only want to see like 20% of the top of the substrate. Basically i dream of having something like this maybe not quite so nice but close..150g Freshwater Live Plants - Aquarium Advice Gallery I think I'd do moderate lighting or whatever I can find for the cheapest. Is there anything lighting wise you'd suggest that would be good for the widest variety of plants? And what kind of CO2 system would I need/ cost?
 
If you stick with low and/or medium light plants, most likely not. You need co2 when you get in to high lighting. You can deinitely have a nice planted tank without co2 if you choose the right lighting and plants.
