While I agree that the determining factor is ultimately your plant's health, I think in some cases, if not all, your fish's health comes first. You can literally kill your fish if you crank your CO2 way up. Try to keep it around roughly 30ppm. Anything higher and you might notice your fish gasping at the surface. If you see this happening turn your CO2 down and run an airstone or drop the tank water so you create some surface agitation to off gas some CO2.
