Converting a 10 Gallon to a 25

Hello Guys!
Tomorrow I am hoping to go to Petsmart and buy a 25 gallon setup.

Anyways, my 10 gallon has high lights and diy co2, I am curious if the lights included on this tank are as strong as the ones I'm using.

I am currently using 2 6500k Compact Florescents and they are working beautifully.

My main concern is the lights, however my next concern is substrate.
I have no idea what to do, as my 10 is just flourite and some black gravel. Any suggestions anybody?
 
I have this tank. The lights are pretty crappy. Since the tank is so tall, you have a fairly limited plant selection.

I will be putting 46 watts of cfls over the tank soon so I can actually grow plants.

How are you going to accomplish this? CFLs are screw in but the fixture comes with fluorescent pins?
