Well, the most honest answer is fewer than the recommended stocking level.

But there are many variables to consider in giving you the best answer. Discus should be kept in groups of 5 or more, and a minimum of a 55g tank. The only acceptable reason to have any in a tank that small would be to growout. Except for that reason, the tank is too small. There's a higher than average chance they will be overly stressed from not having a bigger group and will be very aggressive with each other. Ultimately the aggression will result in undue stress and a premature death.
