Hi so I put an airstone at the end of my yeast generator and also put it under some pretty fine sand to further help the bubble breakup...so basically it travels from the bottom of my 10 gallon to the top surface.

I know that the bubbles do hit the surface and escape, so it's fairly low in efficacy...but what if I put like a thin layer of plastic right on the water? Like you know? Those transparent pieces of paper and just floated them on the surface of the water? If the CO2 bubbles hit that plastic paper, it won't be able to escape and is still in contact with the water and thus has a chance of dissolving in the water...am I thinking about this all wrong?

It's the right line of thought. People will use a small container like a shot glass as diffusion bells. The bell is attached to the side of the tank with a suction cup above the air stone to trap the CO2 and let it dissolve into the water.
