Do elodeas prefer being rooted or free-floating?

My elodeas are losing leaves at the bottom so I'm wondering if they'll improve if I let them float rather than leaving them rooted.
 
Any time I've rooted they rot.. let them float and they'll send out anchor shoots.. you can also a suction cup and a twist toe or zip tie.

Hello Nic...

Float the stems so the light covers the length of the plant. It will grow much better. My water weed plants drop roots to the bottom and the roots grow into the gravel. This is how the plant secures itself, so it stays in a specific area.
