Do I need a substrate other than sand?

I was thinking about setting up a 23L planted aquarium with a few Shrimp and Tetras with a sand floor. I wanted a Carpet pant such as Hemianthus callitrichoides (HC) and wondered how well they survive/spread on a sand only substrate? Or would I need some iron rich 'soil'?

You can do soil with a sand cap or I buried root tabs (Osmocote Plus) under my sand only substrate. Both of my Sand tanks are growing well. One has Flourite under sand, one is sand only. Both have root tabs.
