I have excel, comprehensive, potassium, and iron. I noticed I put these in storage after my Festivum destroyed all my plants, and have moved on from planted tanks.

Can I use them on a garden outside?

A. Start a separate dedicated planted tank with plant friendly fish and continue using the ferts.

B. Sell the ferts in the classifieds.

I personally like 'A' better ;)

Depending on how old they are, they may have expired/gone bad (molded). It's kind of a waste, but they're good for terrestrial plants, too. I use old tank water to water my rose bushes and they've never bloomed more or as bright. :)
