Setting up my 175g Bowfront for a planted tank, I'd like to use DH as a carpet in the foreground. can I fill the tank to the top of the substrate and plant the HG and let it propagate and spread like that or does the plant need to be submerged? Should be ample supply of co2 in the air. Is this method ever used?

I'm using LED lighting and will be using a dirt substrate with a cap. If I can establish the carpet before filling up the tank I think it will make things easier down the road when I fill the tank.
