Dwarf lily bulb help

So I bought a sprouted dwarf lily bulb a few days ago and I can't get it to stay on the gravel. If I leave it be it floats away. I've got it tucked under the edge of a stone right now in hopes that it will take root. What I'm wondering is if this is bad? Should I or can I plant it into the substrate? I am under the impression that this will cause it to rot. What should I do or do I just leave it be?
