Could it be hard water build up because the water her is wicked hard (450ppm)? I happened to fill the tank without thinking with that water, now I'm doing 50-75% water changes. No fish... just pink painted snails (I want to keep track of first generation snails in my tank)

No, hard water build up is a solid, like you probably have on your faucets and shower heads. It's white crusty stuff.
Hard water won't harm plants. What you have looks like a type if algae, or detritus to me.
