Dwarf hair grass and UG (Utricularia graminifolia)

for lower tech tank you could use dwarf sagittaria and keep it fairly short 1-1.5" and its looks like a lawn. coarser than the ones already suggested.

My local petsmart sells DHG, Staurogyne repens, Pogostemon helferi to name a few...

Ours only has three kinds of plants, a clover looking one a really really tall grass and a sword leaf one
