My first planted tank used standard medium gravel with nothing else. All I did was add Flourish twice a week and my plants did just that.....flourished. For my second venture I'm looking into getting some harder to grow plants with some nice foreground cover like glosso, micro sword and other fine grasses. I'm told these plants need fine subtrate. Any suggestions???

Basically you want something that's in the 2-3mm range. You could go with specialty substrates like EcoComplete or AquaSoil, or you could go with something like Pool Filter Sand or Turface MVP. There's lots of options that will work.
