I'm not sure what you mean by that. Yes, it is a flowering plant. But it is often sold as bulb-like starchy tubercles. The madagascar lace-leaf is a famous example, but identification of many aquarium plants to species is difficult because some species readily hybridize. Regardless, they make nice displays, though some only leaf out briefly before becoming dormant.
 
Aponegton ulvaceus or it looks like a common sword plant in bad shape (no offense). It's veins make me think sword plant need a closer up pic to identify hope this helps.
