help with hornwort and anacharis

Im having problems growing these two plants. When I first got em, they grew like crazy to the top of my tank. Now even since I cut em in half to trim em, they haven't been doing good and not growing all that much.
 
NPK are the macronutrients. Nitrogen, Phosphorus, Potassium, seachem comp has separate bottles of that stuff.

Usually, fish waste should maintain a level of nitrogen (nitrates) in the tank, so if you are testing positive for nitrates you are fine.

Tap water often has phosphates and different micronutrients in it, so sometimes a big water change will replenish any deficiencies and get growth going again, otherwise consider dosing the macronutrients (NPK) along with the micronutrients (flourish comp)
 
Oh yeah. And I have the same plants in my ten gallon with stock lighting and they seem to be doing better. Even the Java moss won't grown in my 36 gallon.
