Interesting article on Algae Control in Planted Tanks

That's the PMDD study which has pretty much been blown out of the water. The basic theory of the study is that if you limit phosphates then you will limit algae. But I find that phosphate limited tanks grow lots of algae.
 
Is there any validity to what they say in the study? I am mostly trying to get ride of hair algae. That's pretty much the most predominant form of algae in my tank right now.

But who's to say, if I dose the tank to their reccomendations, something else won't flourish.

I guess the basic question is "How do I establish an equilibrium so the plants out compete the algae?"
