I've noticed quite a few of the leaf ends, on the java fern, sprout roots and in some cases new leaves. What's the best course of action if I want to have more java fern in my tank?

They will fall off on their own, then you can use whatever method ur using to attach it wherever.

Yep, just let em do their thing. You may try and gently pull the daughter plants off. After they come off, weather you pull them or they do naturally, you can let em float or tie them to something. Be sure to keep the rhizome/roots out of the substrate. Gotta love self plant propagation. Cheap and sometimes easy way to fill out the tank!
