Java Moss and Stem Plants

I have stem plants like Rotala and some Java Moss that I want to move to another tank.

Java Moss...can I cut a chunk off, tie it to a rock and let grow?

Rotala...can I cut the stalks and put in sand and let grow? Does this plant need root tabs?

Yes, yes and yes. I literally rip off a hunk of java moss and move it to another tank. With my rotala I trim it and plant the trimmings. Root tabs can never hurt
 
With the rotala u cut it and plant it in the substrate and with the moss u cut it off anywhere and let it float or u can tie it! :)
 
Root tabs won't hurt... but they probably aren't going to help a whole lot with rotala.
