Java moss, Hornwort not growing well

My java moss is turning brown and my hornwort is turning yellow. I have wisteria that has turned around since I started co2. I have 55 watt, 5600 Kelvin light. The substrate is gravel and I use fert tabs. I have fish and shrimp in my 20 gallon tank.
 
What are your parameters, particularly your nitrates? Sounds like a deficiency but java moss should grow in pretty much anything.
 
Ammonia 0, nitrites 0, nitrates 0 (because I have plants)
 
The nitrates may be your problem then. Bottoming out your nitrates can cause yellowing/reabsorbing. You could try dosing some nitrates to see if that helps any.
