is 2-40 watt bulbs enough light on a 55 gal to grow most plants. I also have the option to add to 2-65 watt pc and take out one no bulb
 
Not even close.

You need closer to 4-6 wpg to grow most anything except low light plants with much success.
 
There are a lot of low to moderate light plants that would go with your current equipment. If you add more lighting you should seriously consider a pressurized CO2 system as it is pretty much a necessity when you get above 3 wpg. for 'most' plants, you'll want 4x55watt power compacts...in fact that lighting should grow anything. But 80 watts over a 55, doesn't even put you at medium light.
