CF screw-in bulbs are florescents. They provide the plants with the light color needed to grow. Incandescents aren't made to put out the proper light colors needed to grow. As for the cost, they are a little spendy, IMO, but well worth it. I can't remember how much they were, but I got 2 for my hood on my 10G setup. Looks good too.
