Currently my setup is 15gal 24" with the light and hood that you get together with the tank in the store. I believe its 18w with a "plant bulb". I'm looking to upgrade the light and am not sure what type and how many wpg. My current plants are Java Ferns, Crypts, Anubias, Dwarf Sags, Willow Hygro, and Java Moss. I dose Flourish ferts weekly, have eco complete substrate and don't want to mess with co2. I would prefer a light that mounts on the sides of the tank so I could get rid of the hood. Any suggestions or links to lights would be appreciated. Thanks Again.

I don't think I'd mess with your current setup if you have a fluorescent hood and you don't want to deal with CO2. More light will throw the nutrient balance off and lead to algae problems. If you're looking to go open top with the tank, look at refugium lighting. They generally clip onto the side of the tank.
