I have I odyssea Quad T5HO light on a 55 gallon aquarium there are 4 54w 6500k daylight bulbs I have dwarf hair grass java fern java moss and some alternantheta reineckii. Would just two of the bulbs be enough for these plants to grow well?
 
I think all of those would be fine under 108W of T5HO in a 55 gal. The hairgrass will grow slower as opposed to the 4X setup, but balancing nutrients and avoiding algae will be far easier if you kill 2 of the bulbs, especially if you are not injecting CO2 or if you are having any nutrient balance issues.

I think there is merit to running all 4, if you have the experience to tell if things are off and can make quick adjustments to keep nuisance algae from setting in.
