Lobelia Cardinalis Cardinal Plant

Hello everyone, hows everything going... greeeat, well my new plant isnt great, so went to the pet store talked to the manager and got plant 75% off cus it was dying, now im wondering if i can save it, and apperently its hard to grow.. can someone help me out, and I want to use it as a carpet, (do you trim them?) and how fast does the plant typically grow. Plant is a Lobelia Cardinalis (cardinal plant), its in the picture i attached and its under the Amazon sword plant, and you can see it well next to the rock... thanks

Tank hight 16'' (30 gallon long)
Light is a 17w t8 and its 24'' long

More light is needed most likely. Other things come into play as well. Those have always grown like weeds for me under medium light
