New plant/ bad smell

I bought new plants. I DON'T know much about it...when I was inspecting for snails. I noticed that that kind of plant was smelling bad. Is it dead, should I remove it from my tanks?

PS: I dipped the plant in water with diluted chlorine before ading in my tank.

Looks to be anacharis.

As for the smell, could be from the previous tank's water residuals on it, dead plant matter, or even a little bit of cyano bacteria (BGA). But I think the bleach dip should take care of what ever was living on the plant. Hopefully the bleach dip was done with care, otherwise your plant might melt.
 
Sometimes when you buy plants as bunches, especially if they have a weight band around them, you'll get some rot around the bottom of the stems, a few dead leaves, or a bit of collected crud, and it can sometimes stink. Rinsing them is the thing to do and dipping will certainly assist to get rid of algae.
