Many people are sucessful growing HC with medium light, Flourish Excel, and good nutrients. Without some sort of carbon supplementation, the HC doesn't tend to do well. Most other plants that form nice carpets would need highlight with CO2 injection and fertilization. To keep it truly low tech, you'd want to look at the Marsilea sp. or some of the the lower light grassy species.
