The plants are photosynthesizing at a significant rate that the oxygen they're producing can be seen forming on the leaves. It's called pearling.
 
Plant Bubbles

Every once in a while I see a picture of someones tank, that are planted and the plants have bubbles on them. What is that from, and what does it mean?

Hello tho...

This means the tank water is holding too much oxygen and the plant is releasing extra O2 back into the water. The process is called "pearling". You may have seen this term before.

Oxygen is a byproduct of plants, like carbon dioxide is a byproduct of the fish.
