I think those are Pygmy chain swords. Carpeting foreground plants. Each stem requires individual planting. They send out runners

Maybe narrow leaf chain sword.. planting and spread as above mentioned.

I've had pygmy chain sword (Echinodorus tenellus) and Narrow Leaf Micro Sword (Lilaeopsis mauritana) before and they didn't quite look the same as this. Similar though, but the former has broader leaves and both got taller. IMO, I think this is Lilaeopsis brasiliensis, aka: (Brazilian) Micro Sword.
 
I believe they need moderate light and good carbon source like co2 or glut.

The narrow leaf, L. mauritana, on the other hand, can handle low light.
 
I believe he meant below the crown.
