I guess it'd depend on what kind of setup you have, lighting, etc. But basically if you want to fill the tank up on the cheap, go with swords.

Using 1 18in floramax bulb&also have some ferts,Eco complete 2/thin layer of sand for a cap..also using a marineland powerhead pointed towards the surface for agitation..

I'd stick with low light plants unless you upgrade the fixture. Something like java ferns, anubias, etc. What size tank is it?

It's a 20g tall...is wysteria to demanding for my lighting?

It'll probably be fine. That light doesn't offer much intensity but if all else fails you can just leave the wisteria floating so it's closer to it.

Not really, the floramax is about as good as you are going to get. The thing about fluorescent light fixtures is that their wattage is basically determined by the fixture type/bulb length, so in order to make a substantial upgrade you have to replace the entire unit, not just the bulb.
The good thing with your particular setup though is that the floramax bulb is designed to grow plants, so at least its the right spectrum, just lacks intensity. It'll probably sustain a lot of different plants, but if you get to where you want faster/better growth just look into getting a completely new fixture for it.
