You can use either. Soil has some benefits, gravel has others. There are various resources you can find through google that explain the pros/cons of both. I think soil is messy, so i use gravel or sand.

I use sand in my tanks. Black sand.
Easy to plant in and easy to move plants.

Soil would need a gravel or Sand cap.

just simply add root tabs (I suggest flourish) and get the substrate that you want
