Plenty of plants are semi-aquatic. Amazon swords and water sprite for example
 
While watercress can be submerged it does best with only roots in water. It also does best in cooler water so our tank temps usually don't bode well for it. It also needs adequate flow when submerged. You can try it but watch it carefully incase it starts to rot. With all the other plants available I wouldn't mess with it.
