My java moss has a bunch of fuzzy gray algae on it. How do I get rid of it? My ammonia/nitrite/nitrate levels are good. But I don't have a phosphate tester. Should I get one? Could my phosphates be too high maybe?

It may not be algae. Java moss has a way of trapping detritus. Try rinsing it in a bucket of dechlored water and see if the appearance improves. As for phosphates, a test kit is a good investment.
