Quarantine tank 101 help

What is the best way to keep a Q tank setup? I was told by a guy at my LFS that I should have the heater on but the filter off unless I was acclimating or quarantining a fish.opinions?

Most people just leave a quarantine tank empty until they are ready to add fish. Then they will throw some filter media from an established tank into the QT filter and then fill it with water from their display. Quick and easy quarantine tank.
