Question about replanting

I have this run away piece of my plant the shoot / stem (what ever it would be called) is probably close to 1.5 feet and is sprouting what looks like baby plants ever 6 inchs or so

I was wondering if these could be replanted and if so what would be the procedure.

Wait until there are several leaves and a good start of roots, then you can remove them and replant.
 
Those are baby sword plants. Like Joy said, once they have a good root system and several leaves, you can cut the runner stem on both sides of the baby to separate it and then plant it like the parent plant. You don't have to cut the stem super close to the baby plant, but you don't need to leave a huge piece of stem, either.
 
Use a sharp blade to cut them. The plant can generally recover from the wound but bruised tissue surrounding the cut will generally die and rot, and can spread to the rest of the plant.
