Recommendation for light for low-tech planted tank

Beamworks is a good fixture for the price however they are pretty bright so you may want a dimmer with it.

Other options are
Finnex planted plus
Chihrios a series
Chihiros RBG series

These have built in dimmers and will be more than enough for what you require [emoji106]
 
The beamswork lamps are good bang for the buck. I had a .5 w version but upgraded

I now have a beamswork quad (much more powerful than your 3 watts per LED) and had to raise it up 14 inches above water line and I still have a high light high tech set up.
