I have a spare 14W 15000k actinic blue T5 lights that i took of my 37g shen i got new lights. Would these bleach the plants from to much light? Or promote growth?

I will promote algae growth and yes it will was the color out of your plants. Most of that blue light is unusable buy your plants

In a freshwater tank the 15k will not promote any growth on plants. Plants do not bleach, they will just wither and die. You want a 65k bulb for plants. I doubt it will promote algae growth though as fw algae require similar spectrum lighting as fw plants.

Oh ok i already have some plant bulbs but just wondering if i could put these to use

Yes you can. Just switch out the bulbs.
