Surface agitation

I am looking for a nice agitation system for my tank. I have seen the Eheim and the Fluval that connect into my canister filter. I don't really like that idea. I am using a power head plus the wand for agitation but it doesn't seem like enough. Since my light has been fixed and I've been using all 4 bulbs I've seemed to get more foam on the top of my water. My budget for this item is $100.00 Thanks in advance ask any questions. I'll do my best to answer

You could get a bubble/ air pump this will cause surface agitation and air rate the water. I have one in every one of my tanks.

I bought a 2nd powerhead and am using a different attachment on my canister.

Whats the reason for more agitation? Bio film buildup? Oxygenation?
