This might be a stupid question, but does the amount of tannin in the water of a tank affect the amount of light reaching the bottom? My tank is quite dark at the moment and I quite like it but I'm a little worried about my plants.

It definately will reduce the lighting that reaches the bottom of the aquarium. Normally true black water tanks have no plants, just like black water habitats in the wild. I would just keep an eye on the plants, and if they start going downhill, reduce the amount of tannins by doing PWC's or removing the source of them.

RUN CO2's on the tank

co2 wont help unless something photosynthises the co2 and if the plants dont have enough light they wont use up the co2 andthat'll cause an algae outbreak or itl build up to lethal levels
