To LED or not to LED

I have a Walstad method planted 20g tank and I'd like to upgrade my lighting to increase the diversity of plants - too many Javas.

May I ask which lighting you recommend? - less than $100.

I've looked at the T5 HO 24"

The tank measures W24" X L12.75" X H16.75"
