Should you clip the tips down to the desired length or pull them up and clip the bottom?

You can do it either way. Any cuttings you replant will just start growing again. If the bottms are looking ratty then by all means cut off the top throw out the bottom and replant the top.

Trimming anacharis is almost an oxymoron. It grows so quickly, it's more like mowing.
