Ugly Dwarf Hairgrass

My Dwarf Hair grass from the start was not the prettiest piece. It was suggested to me that it was grown "immersed" and now looking and youtube videos my DH and theirs looks so different. How can I perk up this DH? Pics will be up in a little.

whats your lighting like? What substrate?
CO2? Are you dosing anything?

CO2, light, and ferts. That's how any plant is grown well.
