Upgrade The Bulb?

I have a 20 gallon tank which is just finished cycling. It has an Aqueon light hood with a bulb that reads:
8000K Full Spectrum Daylight
15W 120V T8 18"

My tank currently has Subulata (narrowleaf) and Giant Hygrophila. Both are looking very ragged after only 3 weeks in my tank. My substrate is small (pea sized) crushed stone. I have not used any fertilizers.

Do I need to replace the bulb? Get a new hood? Use fertilizer? Any recommendations? I want my plants and fish to look good. However, I do not want to drop a ton of money.

I guess it depends on what you mean by 'ragged'. Do you have any pictures?
